that Bankrupt offender who absconded to the Colonies will not enjoy an immunity from punishment, which they would enjoy, if they had absconded to foreign Countries with which Great Britain had made treaties under the Extradition Acts 1870 and 1878.

With reference to the third paragraph of this Lordship's Despatch, it is not easy to understand how his Lordship could have been advised that "our Extradition Treaties with Foreign Countries apply only to Crimes which came within the category of "Felonies", and that there is therefore no necessity for further Legislation on the subject as the Act he refers to extends to all Felonies the "provisions of 6 and 7 Vic Cap. 34". For on reference to the list contained in Article 1 of Extradition Treaty between Great Britain and Switzerland, it will be seen to include the following crimes, which are misdemeanours.
Uttering counterfeit or altered [coins] 24 and 25. Vic. c.99. S. 10,13,15,20. Obtaining money or goods by false pretences. 24 & 25. Vic. c. 96. S. 88. Crime by Bankruptcy against Bankrupt Law. Debtors Act of 1869. S. 11,13,14. Libels. Fraud by a Banker, Agent or other person criminal by any Act for the time being in force.
